SUBJECT: RFP – Financial Institution
Community Home Partners (“CHP”), a non-profit organization wholly owned by the Housing Authority of the City of Rock Island, requests proposals from financial institutions for general financial services to assist in financing processes.
This opportunity is covered under Section 3 of the HUD Act of 1968.
RFP documents may be obtained at the administration office, located at 227 21st Street, Rock Island, IL, or via website at www.communityhomepartners.com. Proposals will be received until 1:00PM, Central Standard Time on May 21st, 2026. Proposals will be held in confidence and not released in any manner.
Financial institutions will be evaluated according to criteria described within the RFP. This will ensure that appropriate standards of ability, experience, performance, and financial integrity will be met. Offerors will be comparatively judged on the basis of, but not limited to, interest rate income and fee savings, remote scanners (no charge), payroll capabilities – tax filings and ACH, merchant services, employee programs and education, direct deposits/direct payments, local branches, customer service, presentation format with ease of following, online banking, online wire and ACH Transfers, sweep accounts, positive pay, investment services, payroll cards, check blocks, fraud prevention software, training, organization of personnel and completion of work similar in scope.

Responses should be prepared in accordance with the attached instructions and will be evaluated by the Evaluation Committee, as described within the RFP under evaluation factors for award.
