PROJECT TITLE: General Contracting Services for the Construction of Affordable Housing

SUBJECT: RFQ – General Contractor
Community Home Partners (“CHP”), a non-profit organization wholly owned by the Housing Authority of the City of Rock Island, acting as Project Developer, requests qualifications from qualified, affordable housing/IHDA-experienced General Contractors for general contracting services necessary for the development of affordable, public housing/RAD conversion, LIHTC Development, whether through new construction or gut rehab; and for services, as applicable, to assist in the planning / financing process.
CHP, under this solicitation, may, at its discretion, make multiple awards, or award a single company multiple projects, if it is deemed to be in the best interest of Community Home Partners.

RFQ documents may be obtained at the administration office, located at 227 21st Street, Rock Island, IL, or via website at www.communityhomepartners.com. Qualifications will be received until 10:30AM, Central Standard Time, on December 30, 2025. Qualifications will be held in confidence and not released in any manner.
Only complete general contracting services are now sought. Subcontractors and/or suppliers interested in providing services or materials for portions of the work will not be considered at this time.
General Contracting Firms will be evaluated according to criteria described within the RFQ. This will ensure that appropriate standards of ability, experience, performance, and financial integrity will be met. Offerors will be comparatively judged on the basis of, but not limited to, financial criteria, organization of personnel, completion of work similar in scope, past history of meeting Section 3 and MBE/WBE participation, and on performance and quality of work previously completed.

Responses should be prepared in accordance with the attached instructions and will be evaluated by the Development Team, as described within the RFQ under evaluation factors for award.
