
Community Home Partners (CHP) offers a variety of housing assistance programs based on income and additional eligibility criteria. CHP rental assistance participants come from diverse backgrounds and all walks of life but share one common goal: the want for affordable housing.
Here are CHP’s top rental assistance programs:
Housing Choice Voucher Program
The Housing Choice Voucher Program (HCVP) is offered through the federal government for assisting low-income individuals and families find housing in the private market. The HCVP offers participants the choice to choose where they want to live. Participants must qualify under the Department of Housing and Urban Development (HUD) income limits and other eligibility requirements, and then apply to CHP’s open housing waiting lists. Once this is accepted, applicants are issued an HCV and must find a rental unit of their choice with landlord approval. The unit must meet size and rent standards and pass a Housing Quality Standards (HQS) inspection. After CHP approves an individual or family housing unit, the participant and landlord sign a lease, and the landlord and CHP sign a housing assistance payments (HAP) contract.
Rental Housing Support Program
The Rental Housing Support Program (RHSP) was established by the State of Illinois in 2005 to provide rental assistance to households by subsidizing rental apartments and homes. Through RHSP, clients must pay only 30 percent of their income for rent, while the landlord receives the difference in the form of a subsidy. The difference between this subsidy and the traditional Section 8 or Housing Choice Voucher (HCV) program is this subsidy is based on the unit and is project-based, not tenant-based. This means that when a client vacates the unit, another low-income client moving into the unit would receive the same benefits.
The CHP Rental Assistance Program is a 3-way partnership, this includes CHP, the landlord, and the program participant. Each partner has responsibilities to fulfill its function for the programs to be successful.
