The Housing Choice Vouchers Home Ownership Program

Giving You the Ability to Choose a Home That’s Right for You

Are you looking for a secure housing option for you and your family? The Housing Choice Vouchers (HCV) Home Ownership Program may be the right fit for you!

The HCV Home Ownership Program was established by the Federal Government to assist low-income families that are a part of the HCV Program. While under the HCV Home Ownership Program, eligible families can purchase their first home using their housing voucher and receive monthly assistance in meeting homeownership expenses.

The homeownership expenses that are considered for housing assistance include:

  • Principal and interest payments
  • Mortgage Insurance, if required
  • Property Taxes
  • Homeowner’s Insurance
  • Utilities
  • Routine home maintenance
  • Major repairs
  • Replacing appliances
  • Condo or Homeowner association dues

Requirements for the HCV Home Ownership Program include, meeting specific income and employment requirements, being a first-time homebuyer, signing the Homeownership Obligation form, and completing pre-assistance housing counseling.

Further requirements established by the Public Housing Agency (PHA) will be mandatory to meet before moving forward with the HCV Home Ownership Program.

What is the HCV Program?

PHAs are responsible for administering the housing choice vouchers. Once a family or individual meets the criteria for a housing voucher, they can proceed with selecting their choice of a home to rent through the HCV Program.

The HCV Program allows a family or individual to find their own housing from a variety of housing options that accommodate their family’s needs. Individuals get to choose from single-family homes, townhouses, and apartments.

A health and safety procedure is required before the PHA can grant approval on the housing unit. This involves an inspection to uncover potential hazards that can be harmful to the residence. This is a crucial part of the home buying process to ensure safe and livable conditions.

Qualifications to meet eligibility for the HCV Program include total annual gross income, family size, and US citizenship or eligible immigration status. Specific eligibility requirements are different depending on location, so these details can be offered through a local PHA.

When an HCV participant is informed that they are eligible for a housing voucher, the PHA will place the individual or family on a waiting list, depending on availability, or issue the housing voucher immediately.
